Incompetent, appallingly irresponsible, and unethical even by my standards, Steiner's operation is an utter travesty. He's lied to me in reports, lied to his own troops on-site, and instructed medical staff to hide evidence. I trusted Steiner to handle this, but he's exploited the local rebel forces, continued experimentation despite the dangers to test subjects, and seems to have a very loose definition of the word "volunteers". The crimes he's committed here are absolutely unforgivable.
And yet... the Catalyst is finally working. My contacts told me that it would allow us to prevent disaster. I didn't understand the enormity of the coming threat... until I saw the future the Catalyst is predicting. I'm shutting down all testing... except one subject. The intel he's providing is too valuable to lose. His life is expendable.
